The Executive Council serves as the Alliance’s central governing body, carrying the responsibility of preserving its spiritual integrity, shaping strategic direction, and ensuring every initiative reflects unity, accountability, and apostolic excellence.
Strengthening Leaders through Counsel and Oversight
Our council actively guides the alliance's mission by providing assistant to regional directors, strengthening leaders through personalized counsel, and coordinating workshops, training forums, and one-on-one regional access for active areas. We believe ministry advancement is forged through shared wisdom.

Meet The Founders/Overseers
Apostle Dr. Wilbert Scott, a faithful shepherd for more than sixty years, carries a legacy of steadfast pastoral ministry and apostolic wisdom. In 1985—after prayer, reflection, and the leading of the Holy Spirit—he founded Rhema Faith Fellowship, now Rhema Christian Center, in Baton Rouge, Louisiana. As overseer of both Rhema Christian Center and Rhema Learning Center Day Care, he continues to impart fatherly covering, governance, and practical ministry insight to leaders across nations. A seasoned teacher and mentor, Apostle Scott is known for equipping pastors and emerging leaders in integrity, character, and the disciplined work of building healthy, enduring ministries.
Standing alongside him is Apostle Dr. Gloria Holden‑Scott, an apostolic mother and counselor whose divine mandate is to gather, strengthen, and cover leaders who labor in isolation. With over forty years of pastoral care, biblical counseling, and apostolic mentorship, she has guided thousands through transition, grief, warfare, and restoration. From her spiritual burden, FIMA‑U was birthed—a sacred fellowship free from competition, comparison, and judgment, established under the Lord’s charge:
“Gather My leaders. Strengthen My generals. Build a fellowship where integrity, accountability, and unity are the foundation.”
Together, Apostle Dr. Wilbert Scott and Apostle Dr. Gloria Holden‑Scott embody a unified apostolic mantle—raising leaders, fortifying ministries, and advancing a Kingdom fellowship rooted in honor, unity, and spiritual excellence.
Meet The Executive President
Apostle Dr. Laurie W. Sonnier serves as Executive President of Fellowship International Ministerial Alliance United, Inc. (FIMA-U) and Senior Pastor & Overseer of True Hope Church Ministries in Marrero, Louisiana.
A product of the Churches of God in Christ, Pastor Laurie was mentored and inspired by the devoted ministry of her late father, Apostle Merlin Walker, Sr. She faithfully served under his leadership as Praise and Worship leader, intercessor, administrator, and secretary. She treasures his prophetic mantle: 'You are to pastor the church; my mantle is upon you.'
She completed School of Ministries International Bible College and was ordained and commissioned as a Minister in May 2003 by Apostle Merlin Walker, Sr. and Apostle Reginald Wilson, Sr., later stepping into the Pastoral Office as Overseer on January 28, 2007, and commissioned as Prophet of True Hope Ministries on December 28, 2018.
Dr. Sonnier earned her Doctorate Degree in Theology from Fellowship International Bible College, where she also serves as Dean and Instructor, and is a graduate of The Eagles School of the Prophets. She ministers an uncompromising word with boldness, humor, and a genuine Father's heart, dedicating her life to equipping leaders and impacting nations for Christ.
She is the proud mother of four children—Allen Jr., Brian, Ashley, and Lauren—and two bonus daughters, Donisha and LeNeika, who faithfully serve with her in ministry, and the loving grandmother of six.
Pastor, Dr. Wliie Green Jr., Th. D.
Executive Vice President/Information Technology (IT)
Dr. Willie James Green, Jr. is a devoted servant of God, pastor, teacher, preacher, and Christian leader whose life and ministry are centered on teaching God’s Word and developing disciples for Christ. Guided by Psalm 37:23, he believes that “The Steps of a Good Man are ordered by the Lord.” His Ministry is built upon a commitment to preaching, teaching, training, and encouraging believers to live transformed lives
according to God’s principles.
Raised by dedicated Christian Parents, Deacon Willie James Green, Sr., and Evangelist Augustine Green, Dr. Green learned early the importance of Christian leadership, spiritual development, and using his God-given gifts to serve others. His growing passion for preaching and teaching eventually led him into the Gospel ministry. Dr. Green has pursued extensive education, earning degrees in Computer Programming, Computer Science, and Education, culminating in a Doctorate in Theology from Fellowship International Bible College. In Christian leadership, Dr. Green serves as President of the Rising Sun Missionary
Association, a Member of the Board of Directors, and an instructor at Fellowship
International Bible College.
However, his greatest distinction is his calling and service as Pastor of First Mission Baptist Church of Shrewsbury, where he continues to shepherd God’s people through preaching, teaching, spiritual training, and Christian leadership. He is married to Prophetess Dr. Samantha Green, and together they are blessed with three children and three grandchildren.
Dr. Yolanda Ratcliff, Cm. D.
Executive Vice President Council Director
Dr. Yolanda Ratcliff is a devoted servant of God and a distinguished leader within Daughters of Esther Fellowship International Ministries Inc., where she serves as Executive Vice‑President. She also supports the Daughters of Esther Parents and Children Center, sits on the Board of Gloria Holden‑Scott New Beginning Ministries, and chairs the Board of Fellowship International Bible College & School of Ministry, where she earned her Doctorate in Christian Ministry in 2016. Under Pastor Dr. Willie Green Jr., she ministers faithfully and serves on the praise team at First Mission Baptist Church in Jefferson, Louisiana.
While allowing God to mold and direct her life, Dr. Ratcliff beheld the privilege of serving as a Sergeant in the Army as well as fulfilling her passion of performing arts, by performing in countless musical productions in the City of New Orleans.
Having been blessed with two children and four grandchildren; she gives God all the praise.
Prophet, Dr. Tara Bowman, Ce. D.
Executive Director Ministerial Development
Prophet, Dr. Tara Bowman serves as a Director on the Executive Board of the Fellowship International Ministerial Alliance – United; The Board of Directors of Daughters of Esther International Ministries, founded by Dr. Gloria Holden-Scott. Project Director for the Daughters of Esther Parent and Children Center, Director of Esther’s Publishing Company, and Vice President of the Daughters of Esther Resource Center—a premier, one-stop shop designed to empower and build non-profit organizations and small businesses.
Dr. Bowman holds a Doctorate in Christian Education from Fellowship International Accredited Bible College, complemented by a Mental Health Certificate from Light University and certifications as a Health & Wellness Coach (ASM). This unique blend of theology, mental health literacy, and holistic wellness allows her to minister effectively to the spirit, soul, and body of individuals.
Dr. Bowman is a recent widow, with four blessed children and two beautiful grandchildren.
